LIBMANAN, Camarines Sur — The Bicol State College of Applied Sciences and Technology (BISCAST) presented its research, extension, and production programs before the 12th Sangguniang Bayan of Libmanan during its 54th Regular Session held on August 3, 2026, at the SB Session Hall.
The session was chaired by Hon. Atty. Ariel T. Oriño, Municipal Vice Mayor, with members of the Sangguniang Bayan in attendance and with support from the Local Government Unit led by Hon. Mayor Edelson “Son” M. Marfil.
BISCAST was represented by SUC President II Prof. Charlie P. Nacario, PhD; REPED Director Prof. Ana Sheryl Lynn S. Catura; College of Trades and Technology Dean Dr. Ma. Rovie A. Chavez; and Production and Enterprise Development Coordinator Ms. Rachelle A. Esguerra.
President Nacario thanked the LGU of Libmanan for the opportunity to bring BISCAST’s programs closer to its communities, emphasizing the College’s mandate as an SUC to serve not only through instruction, but also through research, extension, and production.
Prof. Catura reinforced this commitment, highlighting the College’s responsibility to extend its services beyond Naga City and reach more communities across Camarines Sur and beyond.
Ms. Esguerra presented BISCAST’s flagship extension services, highlighting programs aimed at enhancing community productivity, strengthening resource sharing and technology transfer, promoting the use of BISCAST-developed knowledge and innovations, and building the capability of faculty, staff, and students to deliver responsive extension services.
Prof. Catura also discussed the College’s extension thrusts and priorities, including science and technology-based training, industry productivity, product design and promotion, agriculture and fisheries development, renewable energy, climate resilience, and sustainable community development.
She also presented other BISCAST opportunities, including the Special Learning Package and scholarships for graduate and undergraduate programs.
Hon. Romel T. Bulaog, Municipal Councilor and Chairperson of the Committee on Research and Development, welcomed the presentation and expressed strong interest in future collaboration with BISCAST.
He noted that the session opened more possibilities for partnership between BISCAST and LGU Libmanan, especially in scholarships, research, extension, and community-based programs.
“Kadakol palan kitang pwedeng [oportunidad para] magkaigwa nin collaboration,” Hon. Bulaog said, expressing appreciation for the range of programs presented by the College.
He also affirmed the LGU’s willingness to work with BISCAST, saying the Municipality is “100% willing” to cooperate and partner with the College for programs that will benefit the people of Libmanan.
Hon. Bulaog also commended the continuing improvements in BISCAST’s campus and facilities, noting that the institution now carries a stronger mark of quality.
Hon. Fredis Rasonable-Opancia, C.E., R.E.A., Municipal Councilor, also shared possible areas for future partnership, particularly livelihood initiatives that may support senior citizens, women, and the youth.
The engagement builds on BISCAST’s continuing partnership with LGU Libmanan and reflects its commitment to making research, extension, production, livelihood support, scholarships, and technology-based development more accessible to local communities.
