LEGAZPI CITY — The Bicol State College of Applied Sciences and Technology (BISCAST) participated in the Orientation Conference on Amendments to SIKAP Guidelines led by the Commission on Higher Education Regional Office V (CHED RO V) on July 13, 2026, at Hotel Lucca, Legazpi City.
BISCAST was represented by SUC President II Prof. Charlie P. Nacario, PhD and Graduate School Dean Dr. Genaro N. De Mesa, Jr.
The activity gathered ten Delivering Higher Education Institutions (DHEIs) in Bicol, including BISCAST, to discuss updates under CHED Memorandum Order No. 7, s. 2026, which amends the updated SIKAP guidelines for full-time and part-time study, and CHED Memorandum Order No. 9, s. 2026, which provides the SIKAP guidelines for non-plantilla and non-regular personnel.
Through its participation, BISCAST strengthens its readiness as one of CHED’s approved DHEIs to support SIKAP scholars and expand professional development opportunities for faculty and staff through its Graduate School programs.
