BISCAST AST Building moves closer to commercial occupancy with BFP clearance

NAGA CITY — The Bicol State College of Applied Sciences and Technology (BISCAST) secured the Fire Safety Inspection Certificate for the ground floor of its five-storey Learning, Innovation, and Entrepreneurship Building, also known as the AST Building, on July 22, 2026, at the Bureau of Fire Protection (BFP) Naga City Central Fire Station.

SUC President II Prof. Charlie P. Nacario, PhD, personally received the certification, together with Dr. Erecto S. Caroche, Director of Auxiliary Services and ETC and Dormitory Service Manager.

The certification covers the building’s ground floor and is required for the processing and issuance of occupancy and business permits, with the remaining floors set to undergo the next stages of evaluation.

This development brings the AST Building closer to reinspection by the City Engineering Office, a key step toward securing the required clearance to open the building’s commercial spaces for occupancy.

Located along Peñafrancia Avenue, the five-storey facility was designed to support commercial use and maximize its frontage for business activity and income-generating opportunities.

The milestone supports BISCAST’s efforts to optimize institutional facilities and strengthen auxiliary services while complementing the College’s continuing work in business and entrepreneurship education, industry engagement, and local development.
