BISCAST, SIDECO seal multimedia and ICT training partnership

NAGA CITY — The Bicol State College of Applied Sciences and Technology (BISCAST) and the San Isidro Development Cooperative (SIDECO) Naga signed a Memorandum of Agreement on July 23, 2026, at the Naga City Hall, formalizing a partnership for Multimedia and ICT Enhancement Training for SIDECO employees.

Signing on behalf of BISCAST were SUC President II Prof. Charlie P. Nacario, PhD, College of Science Dean Dr. Amante T. Ama, and REPED Director Prof. Ana Sheryl Lynn S. Catura.

The initiative, led by Program Leader Dr. Lorna T. Soriano, will be implemented through the Bachelor of Science in Entertainment and Multimedia Computing (BSEMC) Program, with support from BSEMC Program Chair Mr. Omar P. Aguilar, Engr. Vidalyn Geronimo, Mr. Joehnel C. Arcilla, Mr. Mark Manuel M. Montero, and the BSEMC faculty and students.

The partnership builds on BISCAST’s existing Revitalizing Innovation in Creating Adaptive Society for Development (RICAS-USWAG) Project SEED extension engagement with SIDECO, under RICAS-USWAG Program Leader Ms. Rachelle A. Esguerra and Project SEED Project Leader Dr. Ana Marie A. Binalla.

SIDECO was represented by Board Chairman Mr. Romulo Caceres, General Manager Mr. Mark Henry Ecom, members of the Board of Directors, executive officers, and management personnel.

The ceremony was facilitated by College of Science Extension Coordinator Ms. Jennifer Alipante.

Through this partnership, BISCAST continues to amplify community-based extension initiatives that bring applied technology and digital skills-building closer to partner institutions and local communities.
