BISCAST, Naga City – The central office of Commission on Higher Education (CHED) is planning to adopt and implement in State Universities and Colleges (SUCs) nationwide the BISCAST’s implementation of Procurement Management System (PMS), an online (LAN-based) procurement management system, personally developed by BISCAST former Information Communication and Technology (ICT) Manager, Ms. Lorna A. Soriano.
Mr. Nelson Espina, CHED Administrative, Financial and Management Service (AFMS) Supervising Officer said during the 2-day Procurement Planning Workshop for Procurement Coordinators held on December 5-8, 2018 at Hotel Rembrandt, Quezon City, that BISCAST’s Best Practices in PMS is very useful particularly in preparing procurement documents.
He announced the possibility of inking a Memorandum of Understanding (MoU) between CHED and BISCAST wherein the College’s technical advisory service will be asked for the adoption of PMS in CHED’s procurement operation.
Espina also mentioned that said practice will also be relayed to state universities and colleges (SUCs) nationwide.
The statement of Espina was given after Soriano served as one of the resource speakers in the 2-day workshop sponsored by CHED where she presented BISCAST’s Best Practices, highlighting the PMS.
Said tool is currently used by the institution for consolidating essential procurement documents including Work and Financial Plan (WFP), Project Procurement Management Plan (PPMP) and Annual Procurement Plan (APP).
Soriano and the ICT team also facilitated the workshop for trial preparation of WFP, PPMP and APP; and the process of purchase requests.
According to Soriano, sharing BISCAST’s best practices to CHED’s esteemed audience of Procurement Coordinators was a splendid experience.
She said, “We have shown how our small contribution has made an impact in streamlining the process of preparing salient procurement documents. Moreover, I am overwhelmed for the recognition given to our collaborative effort and its capacity to help other agencies.”
