BISCAST, Naga City – Auditors from TÜV Rheinland granted Bicol State College of Applied Sciences and Technology (BISCAST) the International Organization for Standardization (ISO) 9001-2015 certification after the audit last September 6.

Lead auditor Ms. Mary Grace Balobalo revealed that the College obtained no major non-conformity after auditing its major processes from top management to sampling audit on major academic and administrative processes.

Balobalo said, “We didn’t see any lapses in the implementation of Quality Management System (QMS) following the 2015 version of 9001 ISO so we did not see anything that would warrant the issuance of non-conformity. So, we recommend the award of new certificate.”

The one-day audit focused on BISCAST’s support services such as the Human Resource Development Office (HRDO), Guidance Office, Registrar, Learning Resource Hub, Budget Office, Accounting, Cash and Disbursement Office, and Research, Extension, Production and Enterprise Development (REPED).

Aside from Balobalo, other auditors are Mr. Hilario Capili and Miss Jorgina Mendiola.

The ISO 9001:2015 Certification ensures that BISCAST is complying with international standards for higher education institutions in terms of curriculum development, facilities improvement, and dynamic teaching techniques, is continuing its effort to meet the demands of its clients and the requirements of regulating bodies through the most stringent quality control.

Its requirements were established under the scope of QMS covering the provision of tertiary education services such as instruction, research, extension, and production. Also included within the scope are: university level management processes, performance evaluation and improvement processes, and campus support services.

Meanwhile, TÜV Rheinland auditors commended BISCAST because of its climate change awareness projects particularly the Climate Change Resilient Pilot Housing (CCRPH) which gained the highest rating of KAMAGONG from Philippine Green Building Initiative’s (PGBI). Also, they complimented the institution’s efforts in preparing for another higher level accreditation on November.

Moreover, the auditors recommended the upgrading of internal communication matrix but Balobalo further mentioned that among many SUCs she audited, only BISCAST has a communication plan.

On the other hand, BISCAST President Dr. Richard Cordial said he is happy with the institution’s new achievement.

“This is not only for the college because this achievement is for our students – the ASTEANs. This is really for them”, Cordial said.

The President also acknowledged the effort of all BISCAST officials and staff who worked hard and prepared for the audit.

The ISO 9001:2015 certificate is the latest version of the ISO 9001 standard, which is widely-known and internationally accepted for quality management and acknowledges organizations that can provide effective customer and regulatory services.
