BISCAST, Naga City – The Bicol State College of Applied Sciences and Technology (BISCAST) signed a historic Memorandum of Agreement (MOA) with the Department of Interior and Local Government (DILG), and some Local Government Units (LGUs) in Camarines Sur aiming to provide training to newly-elected Sangguniang Kabataan (SK) members.

The MOA for SK Mandatory Training was signed on Friday, May 11, 2018 at BISCAST Conference Room.

Present in the said activity were BISCAST President Dr. Richard H. Cordial, Vice President for Administration and Finance (VPAF) and also the focal person Dr. Orbel S. Cepeda, DILG Regional Director Elouisa Pastor, DILG Provincial Director Melody Relucio, League of Municipalities of the Philippines Camarines Sur Chapter President Mayor Fermin Mabulo, Head of DILG Camarines Sur Cluster 2 Angela Lourdes V. Astor and National Youth Commission (NYC) Area Manager Nydia Delfin.

Municipal mayors who were also present and part of the MOA signing were Mayor Oscar Borja of Bombon, Mayor Leonard Agor of Gainza and Mayor Philip Salvador Senar of Magarao.

Pastor said that the MOA signing is indeed a milestone between DILG, the academe and LGU units.

She added that the SK Mandatory Training is aimed to at least for a start, let the Sangguniang Kabataan know how a youth leader works.

Pastor said, “Dahil sila ay kumandidato at nanalo, ang pinasok nila ay seryoso. It’s not just a game, it’s not just like playing gadgets na kapag ayaw ko na, tapon ko na lang sa tabi.”

Some of the objectives of the SK Mandatory Training is to inculcate in the minds of the youth the seriousness of being a leader, deter them (SK) from corruption and to know who will emerge as their voice.

Moreover, President Cordial said that the partnership with said agencies is overwhelming.

He assured that BISCAST will always support the LGUs and DILG since the institution plays a significant role in honing the youth.

Cordial said, “We help each one to attain the target by way of training our service area. I hope that this MOA will be the start of a fruitful partnership as the days go on.”

Meanwhile, Mabulo said that this mandatory training lessens the burden of LGUs and municipal mayors on qualifying the best and brightest SK federation president.

After the May 14 Barangay Elections, concerned parties will jumpstart the mandatory trainings for newly-elected SK officials in the second district of the province from May 18-29, 2018.
