“I want to be remembered as someone who has good direction for BISCAST.” This was uttered by the president of the first ever Applied Sciences and Technology College in the country. By virtue of BOT Resolution No. 3, series of 2013, Engr. RICHARD HERRERO CORDIAL, Ph.D., the former campus administrator of this college, and the man of the hour, is the first president of this newly converted Bicol State College of Applied Sciences and Technology. His experience since 1999 as Chairperson of the Engineering Department of the then Bicol College of Arts and Trades (BCAT) seems to be the training ground for him towards presidency. He also became the Dean of the College of Engineering and Architecture (CEA) from 2003-2010 at the same time the OIC campus director in 2006. In 2011, he served as the Campus Director during Dr. Atian’s presidency when it was still Camarines Sur Polytechnic Colleges. The young Richard started his educational career at Caramoan Central School and graduated in 1975. He finished his secondary years in United High School, Caramoan. He studied both Radio/TV Electronics and BS Engineering at Eulogio “Amang” Rodriguez Institute of Science and Technology, Manila. In 1990, he took up MAT in Engineering Technology (with 24 units) at CSPC-Nabua and MAT Electrical Technology, 1996 at CSPC-Naga campus. In 2000, he finished his Doctor of Philosophy in Developmental Education at Central Bicol State University of Agriculture, Pili Main campus. As the first president, he ensures that all plans are guided by the BISCAST core values, an acronym BISCAST, which stands for Brilliance, Innovation, Student-Centeredness, Collegiality, Accessibility, Service and Transparency.
